機捷賺錢降票價葉匡時：聯外交通要加油

【台灣醒報記者藍苡瑄台北報導】桃園市長鄭文燦日前宣布，上半年桃捷公司淨賺2億多，10月起機捷全線各站將降價10元，引發爭議。曾任交通部長的葉匡時17日受訪時提議，「可以考慮慢車與快車的收費價格做區分，各站聯外交通還有努力空間。」立委、桃園市長國民黨參選人陳學聖認為，「機捷票價應該一次降價到位。」立委葉宜津則建議，可在飛機尖峰時段增加班次。

「所謂的淨賺2億應該只是會計上的意義，關鍵在桃園機場捷運所有的建設經費（大概1200億左右）都是由中央補助，」葉匡時16日在臉書上寫下，因桃園市政府沒有出一毛錢，因此桃機沒有折舊的問題，從帳面上來說，自然會賺錢。他受訪時說，「它賺錢這件事是呼攏的，並非真正在賺錢。」

重點在於何種票價合理，在做這項決策時是否有跟北捷一起討論。立委陳學聖則認為，看帳目就會知道是否有盈餘，但基於鼓勵民眾搭乘大眾運輸，政府即使賠本也應補貼，保障行的權益。

機捷票價、路程與北捷相比，票價較高，採取里程數計費，快車、慢車價格一樣。葉匡時認為，應先考量機捷定位，機場捷運一方面是機場運輸，又要開發地方的社區發展，連結林口等地。他提議，可以考慮站站停與快車收費價格區分，會比較合理，而且機捷沿途設的幾站聯外道路好像還沒做完，必須盡快處理改善。

陳學聖17日透過新聞稿表示，機捷降價應該要一次到位，他也提到自己曾在6月時提出政見，全面調整機捷票價，優先調降A7站至台北、機場至中壢環北站。機捷票價一次降價到位，才能真正吸引民眾搭乘，發揮都會區輸運最大功能。同時與交通部、雙北協商整合桃園到雙北機捷、台鐵、高鐵、客運相關優惠票價，才能讓桃園融入雙北，形成北北桃一日生活交通圈。

「若有賺錢，回饋降價這是件好事啊，我支持鄭文燦市長的做法，」立委葉宜津說，面對外界認為這有選舉考量，她回應，這與選舉考量無關，因為大部分搭乘機捷的人是要去機場，去機場的是全台各地都有，並非只有桃園市民。她提議，在飛機尖峰時段，增加班次，同時也提升安全的服務品質，以提升運量。

「不要凡有政策推出就說是選舉考量，應該是對民眾有更便利的措施，以及能增加機場捷運運量的策略。」立委黃國書說，否則會把這項政策給模糊掉。他提議，未來要提供更便利的措施，與搭配良好的行銷，提升民眾搭乘意願。

票價問題部分，黃國書覺得地方政府有考量，畢竟與北捷兩者性質不同，這很難比照收費表準，但他相信桃園市政府一定會找出最好的政策。他也尊重機捷分兩階段調整費用的考量。
