共享經濟變廢鐵 oBike欠北市逾700萬清除費
你有騎過共享單車oBike嗎?它屬於無樁式的租借方式，沒有定點擺放，卻淪為停車亂象，尤其在它的公司宣布停止營運後，大量oBike被廢棄在大街小巷，北市府下令清除，也讓停管處宛如單車墳場，而背後還積欠了七百多萬的處理費用，沒有下文，讓共享經濟成為一堆髒亂廢鐵。
記者詹舒涵：「也許大家還有印象，舒涵手中牽的這輛黃色單車，就是當初在去年六月份，停止營運的共享單車oBike，現在停止營運之後，單車成了龐大的廢棄問題，我們就來看一下旁邊，北市府花了兩個月的時間，清出了五千多輛的廢棄單車，而且背後還有這間oBike公司，欠下龐大的管理費用以及拖吊費用。」
原本預計五月就要完全清除，但到了六月的今天，我們還是可以看到環保局車輛，陸續載回各地區廢棄oBike。
環保局人員：「(亂停)在亭子下旁邊啊，亭子下(很多嗎)對很多。」
看到在短短十分鐘內，就有三輛車陸續從石牌內湖等地區，把車輛載回而過去obike在營運高峰期，曾大量灑車在台北市投下8千輛自行車，對比現在宛如單車墳場的堆棄，令人不勝唏噓而積欠的處理費用，交通局表示只能依法追討，但oBike經營方目前已經失聯。
北市交通局科長王湮筑：「目前截至到六月三號為止，移置費用大概五十七萬左右，那保管費用大概675萬左右，合計起來大概734萬左右了。」
看得出爛攤子可不小，但這是否代表共享經濟退燒呢，其實以類似的共享運具來看，共享機車WeMo成軍兩周年，成功突破一百萬次騎乘數，更在今年四月進駐新北，經營成效顯然不錯，北市交通局就認為管理才是癥結，共享機車汽車都有既定牌照，對於共享單車去年新的管理辦法上路後，也增加許多規定。
北市交通局科長王湮筑：「(之後)劃一些服務區給他們去做停放，再來的話就是使用權利金，因為你使用了道路去做營運，那我們需要跟你收取一點使用權利金，再來的話就是說在你的營運計畫，你要告訴我你怎麼調度，不是車子丟了就不管。」
確實共享經濟要能運作，很重要的是背後管理，以單車族林先生來說，因為家裡跟公司很近，幾乎每天騎車通勤，在鏡頭前也談到他對oBike的看法。
單車族林于舜：「常常有被丟在草叢中啊，或者是在人行道就是沒有停在這個，單車應該要放的位置或者是說甚至，原本停好的腳踏車也被搬走。」
所以如果要騎共享單車，還是會選擇YouBike這種有樁式，定點取車定點還車的方式，而確實YouBike的使用率相當亮眼，平均每天一台車，服務12人次，是否是台灣的YouBike已經太完善，所以沒有其他共享單車發揮空間呢，學者認為其實還是有一定需求。
逢甲運輸管理系副教授李克聰：「譬如說好了我們住的大樓，如果有公共停車的空間，我們規劃一小塊然後我們採用預約式的，早上的時候我們就大概有六部車，會被使用然後當天晚上的時候，我們的無樁式的公共自行車，就可以投放五到六部的車，在我們社區的公共停車空間當中。」
除此之外學者也建議，未來如果想要發展共享單車，應該要朝社區合作來運行。
逢甲運輸管理系副教授李克聰：「因為無樁式的缺點就是，它很容易被人家移動，然後它很難有一個合理合法的停車空間，所以這抗漲團購人氣產品個就必須要加以興建，甚至加以規範。」
交通運具共享經濟，在思慮不周淪為一堆廢鐵，該如何發揮實際作用，就看後續投入市場，政策如何配套規劃。
林右昌、徐耀昌、邱鏡淳PK地方菜 心裡掛念財政收支劃法

基隆長榮桂冠酒店29日中午餐宴的主廚站成一列，白色的主廚高帽與端在手上的菜成為全場焦點，這排主廚都很眼熟，帶頭的竟然是基隆市長林右昌，原來這是一場「北臺首長會議」的推廣在地安心食材活動，還有苗栗縣長徐耀昌、新竹縣長邱鏡淳等拿著代表自己地方的菜色大PK，然而各縣市首長私底下還是忍不住聊了一下，今年行政院將要修改的「財政收支劃分法」。
「北臺八縣市首長會議」發起於2004年，到今年是第14屆，主政的縣市輪到基隆市，因此29日的成果報告會由市長林右昌作東，這個會議集合了橫跨藍綠執政的新北市、台北市、桃園市、新竹縣市、苗栗縣、基隆市、宜蘭線等八個縣市首長，並且定期舉行副首長會議，推動共同合作議題，當日的主題除了成果報告以外，還有推廣各縣市在地安心食材餐宴。
北臺八個縣市，新竹縣統籌款殿低
八個縣市首長、代表手上端著代表該縣市的主菜，東道主林右昌手上端著代表基隆新鮮海鮮的鹽酥蝦，新北市副市長李四川端的是宮保臭豆腐、新竹縣長邱鏡淳則是端出仙草凍等，八個縣市首長代表大PK，台下來賓吃得不亦樂乎。
然而八位縣市首長及代表難得共同出席活動，也順勢趁活動空檔私下交換意見，據了解，財政收支劃分法的修法是共同話題之一，但部分綠營縣市長代表面對媒體時不輕易評論。
「行政院這次是真的有決心要修財劃法嗎？這是從省政府時代就開始討論要修的法律。」新竹縣長邱鏡淳說。
財政收支劃分法制定了各縣市政府統籌分配款所分得的比例，是地方政府重要的財源，因此在今年縣市長大選之時修財政收支劃分法頗值得玩味，許多地方首長正觀望中。
不過，若真要大修，現行財政收支劃分法分配公式中人口數為一重要的參數，這一點讓邱鏡淳很不服氣，因為29日到場8個縣市中，就新竹縣平均每位縣民分到的統籌分配款最少，根據2015年的紀錄是每人5,984元，竟不到台北市的13,442元的一半。「目前的財劃法對我們新竹縣非常的不公平。」
過去財劃法修不好，本位主義作祟
「很多竹科的廠商住在新竹縣，所得最高，但稅都繳到中央去了！」邱鏡淳指出，從2015年、2016年財政資訊中心公布的年資料顯示，全台灣村里所得排名前15名當中，竹北就有8個到9個里所得最高（2017年排名仍是如此），但人均統籌分配款卻最少。
他補充說，新竹縣、市的合併營收是1兆3千多億，每人產值最高，反而統籌分配款最少，新竹縣市分到的統籌款差不多（2015年二者都是33億元上下）但新竹市少了鄉鎮公所這層組織架構、支出費用就少，新竹縣有鄉鎮公所，又是一筆預算支出。
邱鏡淳無奈的說，財政部一直說要改， 但都沒有勇氣去改，使得過去修那麼多次，都修的不合乎整個需要，背後是本位主義作祟，希望新政府施展魄力去修，真的能修到重點。
