保育台灣紫斑蝶 林佳龍盼與墨西哥締結姐妹谷
台灣的紫斑蝶是世界上唯二會越冬型的蝴蝶之一，交通部長林佳龍今天說，希望可以讓台灣茂林的紫蝶幽谷跟墨西哥的帝王斑蝶谷締結姐妹谷，讓這兩種會越冬型的蝴蝶可以深入交流。
交通部觀光局今天舉辦「2019年紫斑蝶生態旅遊發展國際研討會」開幕典禮省錢方法發燒好康，交通部長林佳龍會前受訪表示，亞洲台灣的紫斑蝶與北美洲墨西哥的帝王斑蝶是世界上唯二會越冬型的蝴蝶。
林佳龍指出，這種會越冬的紫斑蝶每年冬天跟春天都會從北到南，再從南到北飛越，但過去交通的開發，也影響了紫斑蝶的遷徙路徑。
他說，不過12年前高速公路局首度架設防護網，讓「國道讓蝶道」，也引起了國際注意，更讓台灣的紫斑蝶致死率3%下降到千分之3。
林佳龍表示，希望可以推動台灣茂林的紫蝶幽谷跟墨西哥的帝王斑蝶谷，建立姐妹谷，讓雙方可以進行深入交流，拉抬紫斑蝶在國際的知名度，相信可以吸引許多國際人士來台追蝶。
林佳龍指出，紫斑蝶過去10年來數量越來越多，研究也越來越多，未來可以做生態旅遊的亮點，
觀光局表示，今年清明節期間，高速公路局在國道3號林內段251K至253K辦理「紫蝶飛越防護網」的路殺防治工作中，捕捉到去年高雄市茂林區標放的小紫斑蝶，同時記錄到近十年瞬間最大量的穿越量，於3月25日甚至到達每分鐘1200隻的「紫斑蝶河」奇觀。
觀光局說，研討會是交通部首次邀請北美洲帝王斑蝶推廣單位「帝王斑蝶教師網絡」（Monarch TeacherNetwork, MTN）至台灣分享跨國境、跨越不同棲地型態的公民教育案例。（中央社）
時力批托育 倉促上路恐成災難
【台灣醒報記者陳睿仁台北報導】「沒有符合使用者需求的政策，將會變成災難政策！」時代力量黨團2日召開記者會批評，行政院強行推動托育政策。時代力量秘書長陳惠敏表示，政府提供的托育中心資訊不夠充足、且中央地方溝通不足，導致地方基層、家長和業者都不清楚政策內容，因此立意雖好，年輕父母卻「看得到用不到」。
陳惠敏表示，行政院強行推準公共化托育政策，卻未提供足夠的資訊給年輕父母。「目前雖然有全國教保資訊網，但資料並不齊全，因此儘管年輕爸媽有能力搜尋托育中心的資料，卻無法找到他們需要的資料。」時代力量市議員參選人吳佩芸補充，網站應讓家長將小孩送往托育中心之前，就能先了解此中心的相關資訊。
另一位市議員參選人林于凱以親身經歷為例說，他幾天前曾向高雄市教育局詢問準公共化托育政策相關問題，對方卻回答自己也不清楚。林于凱強調，行政院上月26日甫通過準公共化托育政策，本月1日就要實施，政策倉促上路會導致溝通衝突，「連地方基層承辦人員都不了解政策內容，更遑論家長。」
身為家長的時代力量市議員參選人吳韋達表示，政府政策雖說立意良善，卻因為急於推行而忽略掉地方實施政策時的困難。他以一般雙薪家庭為例，雙薪家庭必須在上班前將小孩送往托育中心，因此接送時間和托育中心地點往往是考量因素。政府雖然撒錢補助卻沒有完善配套措施，無法完全解決問題。
陳惠敏補充，政府目前態度是中央決定政策，地方再設法配合政策，這樣導致地方基層人員疲於配合中央，無法有效解決地方問題。陳惠敏建議，最好的方法應由地方先進行充分的討論，再交由中央制定策略。
